In this capacity, he has developed the concept of operations and various effective and efficient options for the USAF to build critically needed USAF Flight Training Capacity and Pilot Production engine to address the growing USAF Pilot Shortage. Since his retirement from USAF active duty, he has remained very active in the aviation and defense fields. J.R. has served as the Program Manager for the very successful US Government’s Afghan Air Force Flight Training Program providing Undergraduate and Graduate OCONUS Flight Training in support of the US and its allies; specifically helping build the Afghan Air Force.
