As reported on AIN Online, a new FBO chain has officially entered the market following Tallvine Partners’ acquisition of Odyssey Aviation’s U.S. assets. The Miami-based private investment firm is making its first move into the highly competitive FBO sector, with plans to expand its presence across North America.

The newly acquired network includes three locations:

✈ Willow Run Airport (KYIP) Detroit, MI
✈ Kissimmee Gateway Airport (KISM) – Kissimmee, FL
✈ St. Simons Island Airport (KSSI) – St. Simons Island, GA

Together, these sites span 270,000+ sq ft of facilities and 57 acres of ramp space, forming the foundation of a larger FBO platform led by industry veteran Chad Farischon (formerly of Lynx FBO). Tallvine aims to drive growth through hangar expansions, operational improvements, and future acquisitions across the U.S. and Canada.

In a recent statement, AOPA President Darren Pleasance emphasized the organization's dedication to a transparent and safe shift toward unleaded aviation gasoline (avgas).

AOPA maintains neutrality regarding specific unleaded fuel options, advocating instead for a "burn and learn" approach. This method involves real-world testing of FAA-approved unleaded fuels to gather data and share findings with the aviation community. AOPA's own experience with General Aviation Modifications Inc.'s G100UL fuel has been positive, and the organization plans to evaluate Swift Fuels' 100R as it becomes available.

Pleasance underscores the importance of rapid and transparent assessments by both the FAA and fuel producers to address any concerns promptly, ensuring the entire industry benefits from shared knowledge.

• Active Flight Plans: All flights within the TFR zones must operate under an active IFR or VFR flight plan. Continuous communication with Air Traffic Control (ATC) is mandatory throughout the flight.
• Security Screening: Pilots are required to undergo security screening at designated gateway airports before entering the TFR area. This measure aims to enhance security protocols during the President's presence.

As Super Bowl LIX approaches, the FAA has issued critical guidance for general aviation (GA) pilots operating in the New Orleans area from February 6 to 11, 2025. Due to anticipated increased air traffic, special procedures and restrictions will be in effect to ensure safety and efficiency.

Temporary Flight Restrictions (TFR):

A TFR will be active on Sunday, February 9, 2025, centered on the Caesars Superdome. The restriction is expected from 4:30 p.m. to 10:30 p.m. local time, encompassing a 10-nautical-mile inner core and a 30-nautical-mile outer ring. Pilots must review the specific details of the TFR, which will be published closer to the event. 

Special Event Reservation (PPR) Program:

To manage the high volume of air traffic, a Prior Permission Required (PPR) program will be in effect for arrivals and departures at several New Orleans-area airports between February 6 and 10. Participating airports include Louis Armstrong International (MSY), New Orleans Lakefront (NEW), Slidell (ASD), Hammond Northshore Regional (HDC), and Port of South Louisiana Executive Regional (APS). Pilots should contact the FBO at their intended airport to secure reservations and obtain additional information. 

Operational Considerations:

• Flight Plans: File flight plans at least 6 hours, but not more than 24 hours, prior to departure to assist in traffic management and minimize potential delays.
• VFR Operations: VFR arrivals may experience significant delays during peak periods. Practice approaches, touch-and-goes, and training operations may be limited or suspended due to increased traffic.
• Security Measures: Enhanced security protocols, including two-way communication and discrete transponder requirements, will be enforced. Pilots are advised to check NOTAMs frequently for the most current information.

The Federal Aviation Administration (FAA) has announced Temporary Flight Restrictions (TFRs) in the Washington, D.C. area on January 9, 2025, to ensure security during President Carter's State Funeral. These restrictions will expand the existing Washington, D.C. Metropolitan Area Special Flight Rules Area (DC SFRA) and Flight Restricted Zone (DC FRZ).

DC SFRA:

• Transit flights not landing or departing within the DC SFRA are prohibited.
• VFR traffic pattern operations at DC SFRA airports are suspended.

DC FRZ:

• Only Department of Defense, law enforcement, and air ambulance operations authorized by the Airspace Security Operations Center (ASOC) are permitted.
• All other flights, including those to and from Joint Base Andrews (KADW) and Davison Army Airfield (KDAA), must coordinate with the ASOC at (866) 598-9524.

Prohibited Operations:

Activities such as flight training, practice approaches, aerobatic maneuvers, glider operations, parachute operations, ultralights, balloon operations, agricultural spraying, banner towing, utility/pipeline patrols, model aircraft, model rockets, maintenance flights, and unmanned aircraft operations are prohibited within the DC SFRA and DC FRZ during this period.

Recommendations for Pilots:

Pilots are advised to frequently check Notices to Airmen (NOTAMs) for updates, as restrictions may change with little notice. Prior to flight, contact a Flight Service Station at 1-800-WX-BRIEF to obtain current information. The Federal Aviation Administration (FAA) has announced TFRs in the Washington, D.C. area on January 6, 2025, for the Counting and Certification of Electoral Votes. These airspace security measures, requested by the Department of Homeland Security, will impact the Washington, D.C. Special Flight Rules Area (DC SFRA) and the Washington, D.C. Flight Restricted Zone (DC FRZ).

Key Restrictions:

• DC SFRA: No transit flights (VFR/IFR) or loitering will be permitted. VFR pattern operations at DC SFRA airports will be suspended.
• DC FRZ: Only Department of Defense (DOD), law enforcement, and approved emergency medical flights will be allowed. Strict coordination is required for arrivals and departures from Joint Base Andrews (KADW) and Davison Army Airfield (KDAA).
• Suspended Activities: Flight training, practice approaches, aerobatic flights, glider and parachute operations, drone usage, and banner towing are strictly prohibited.
• Waivers & Exceptions: All flight waivers for the FRZ/P56 are suspended unless they begin with ELO, GOV, SPO, DAS, DOD, LEO, or LFG and have prior ASOC approval.

The FAA will release full NOTAM details by January 1, 2025. Pilots operating in the National Capital Region should stay updated and contact Flight Service (1-800-WX-BRIEF) before flying.

The Piney-Pinecreek Border Airport (48Y), a general aviation airport located near Roseau, Minnesota, will permanently close on December 27, 2024.

Operated under an international agreement between the Minnesota Department of Transportation (MnDOT) and Piney, Manitoba, the airport saw minimal use and faced high maintenance costs, including necessary runway, apron, and terminal upgrades. With the agreement expiring on December 26, neither party has chosen to renew it.

Several nearby airports, including Warroad Memorial International (KRRT), Roseau Municipal (KROX), Stephen Municipal (D41), and Warren Municipal (D37), offer alternative options for the region’s general aviation needs. State officials note that these airports have more annual operations and support based aircraft.

The FAA has updated its BasicMed regulations, giving pilots more flexibility in the aircraft they fly and the number of passengers they can carry. These changes, aimed at enhancing accessibility while maintaining safety, expand the scope of operations under BasicMed.

• Increased passenger capacity – Pilots can now carry up to six passengers (previously five), with a total of seven occupants.
• Higher maximum takeoff weight – Aircraft up to 12,500 lbs. (previously 6,000 lbs.) are now eligible, except for transport-category helicopters.
• Expanded flight check eligibility – Pilot examiners may now conduct flight checks in aircraft covered by BasicMed.

Great news for general aviation pilots! Thanks to AOPA’s advocacy, Signature Flight Support has announced a new policy capping handling fees for piston singles and twins at select locations. Even better, these fees will be waived entirely with a qualifying fuel purchase.

This change follows ongoing efforts from AOPA, which has pushed for more transparency and fairness in FBO pricing. Many GA pilots have long voiced concerns about high handling fees at major FBOs, often making it cost-prohibitive to stop at certain locations. By capping and waiving fees, Signature is taking a step in the right direction toward making its network more accessible for GA pilots.

The FAA’s latest rule update, under the James M. Inhofe National Defense Authorization Act, brings significant changes to how pilots can log flight time and conduct training in experimental and special-category aircraft. The final rule, effective 60 days after publication in the Federal Register, improves pilot training flexibility while ensuring compliance with recent legislative mandates.

• Expanded Logging of Public Aircraft Operations: Pilots conducting public aircraft operations (PAO) can now log flight time towards FAA civil regulatory requirements. Previously, only law enforcement flights qualified.
• Flight Training in Experimental Aircraft: Certain training, testing, and checking in experimental, limited category, and primary category aircraft can now be conducted without a Letter of Deviation Authority (LODA).
• Updated Flight Instructor Privileges: Flight instructors can now conduct specialized training for certificated pilots, reinforcing transition training and skill development beyond traditional endorsements.
• Exceptions for Recent Flight Experience: Pilots training with an instructor may regain PIC privileges even if they don’t meet recent flight experience requirements for carrying passengers.

UPDATE: The FAA has announced it will miss its December 2024 target for ICAO-format NOTAMs, with implementation now expected in late 2025.

The FAA is making a significant shift in how Notices to Air Missions (NOTAMs) are formatted, aligning with International Civil Aviation Organization (ICAO) standards. This transition, set for implementation in Winter 2024, aims to enhance global standardization, improve flight planning, and ensure pilots receive accurate and actionable NOTAMs in a consistent format.

What’s Changing?

Currently, FAA NOTAMs follow a domestic format that differs from the ICAO structure used internationally. While the FAA has already been providing ICAO-formatted NOTAMs for familiarization, this transition will make the ICAO format the official standard for all U.S. NOTAMs.

Benefits for Pilots & Operators

• Standardization: NOTAMs will now have the same format for both domestic and international flights, reducing confusion for pilots flying across different regions.
• Improved Access: Enhanced sorting and filtering capabilities will help flight planning service providers deliver more relevant NOTAMs.

Private pilots and corporate operators now have the added benefit of easily locating Aircraft Electronics Association (AEA)  member companies through iFlightPlanner.

This new service will help thousands of pilots find an avionics shop in the United States through iFlightPlanner’s web-based platforms, including iFlightPlanner for AOPA, and mobile apps for iOS. The collaboration is expected to expand to additional countries in the future.

iFlightPlanner is the simple, cost-effective flight planning solution with ADS-B connectivity for private pilots and corporate operators. Through its comprehensive airport, FBO, and business directory, AEA member companies will receive a Basic Listing that includes:

• Business name
• Telephone numbers
• Radio frequency
• Current fuel prices (if applicable)

Opportunities for member companies to upgrade their listings to maximize the exposure for their services and amenities are also available.

Pilots operating in the New York City area should be aware of significant airspace restrictions in place from September 22-28, 2024, for the 79th United Nations General Assembly (UNGA-79). At the request of the Department of Homeland Security (DHS) and the U.S. Secret Service (USSS), the FAA has issued Temporary Flight Restrictions (TFRs) over portions of Manhattan and the surrounding area.

Key Restrictions & TFR Details:

• Inner Core TFR: A 7-nautical-mile radius around the UN site prohibits most general aviation operations.
• Outer Area TFR: Extends within the lateral limits of New York Class B airspace from the surface up to 18,000 feet MSL.
• Restricted Operations: UAS (drones), flight training, banner towing, sightseeing, and model aircraft are strictly prohibited within the TFRs.
• Approved Flights Only: Exceptions are made for law enforcement, military, and TSA-screened air ambulance and scheduled commercial flights at JFK, LGA, and EWR.

Penalties for Violations

Pilots who enter the restricted airspace without authorization risk:

• Interception by military or law enforcement aircraft
• Certificate suspension or revocation by the FAA
• Criminal penalties under Title 49 U.S.C. 46307
• Use of force if an aircraft is deemed a security threat

Planning flights can be a meticulous task, especially when dealing with specific navigation aids like VORs that share identifiers with airports. iFlightPlanner offers a robust solution for this scenario, making flight planning both flexible and accurate.

When the IATA Identifiers Match

When planning a flight, iFlightPlanner supports routing from and to VORs. However, a common issue arises when a VOR and an airport share the same three-character IATA identifier. In such cases, the system defaults to assuming the identifier refers to the airport, not the VOR. For example, the identifier "OSH" could refer to both an airport and a VOR. By default, iFlightPlanner will interpret "OSH" as the airport and change it to "KOSH," which can be frustrating if you intend to depart from or navigate to the VOR.

How to Distinguish VORs

The solution is straightforward: add "/V" to the VOR identifier. So, if you wish to start your flight from the "OSH" VOR, you should enter it as "OSH/V" in the Planner console. This simple addition ensures that the system correctly interprets your input as a VOR rather than an airport, as shown here:

This feature is particularly beneficial for pilots who often depart VFR and pick up an IFR (Instrument Flight Rules) clearance en route. It provides more flexibility and reduces the load on the IFR system. iFlightPlanner’s intuitive interface and this specific feature make it an excellent tool for precise and efficient flight planning.

When operating under Instrument Flight Rules (IFR), pilots must file a flight plan that cannot be amended or canceled within 46 minutes of departure. This rule ensures safety and efficiency within Air Traffic Control (ATC).

Why the 46-Minute Rule?

Once a flight plan is filed, ATC coordinates with various sectors and allocates resources. Sudden changes can disrupt these operations, affecting safety and efficiency.

What Constitutes a Change?

In addition to altitude or flight level, destination, and route changes, altering the speed of an aircraft constitutes a change. If the average true airspeed at cruising altitude varies by plus or minus 5 percent or 10 knots, ATC must be advised.

How to Manage Changes?

1. Plan Ahead: Ensure your flight plan is accurate and finalized before the 46-minute cutoff.
2. Communicate Early: If changes are needed, notify ATC promptly. Changes should be made more than 46 minutes before departure using the Amend Flight Plan feature offered by iFlightPlanner. If unavailable, contact an ATC facility or FSS.
3. Update Departure Times: Notify ATC if your departure is delayed by more than 2 hours to keep the flight plan active. Due to traffic saturation, ATC may not accept revisions via radio, so contact a flight plan service provider or FSS.

By understanding and adhering to this rule, pilots can contribute to a safer, more efficient air traffic system.

The Oshkosh Notice for AirVenture 2024 (commonly referred to as the Oshkosh NOTAM) has been released for EAA's annual fly-in convention to be held July 22-28 at Wittman Regional Airport (KOSH) in Oshkosh, WI.

The Notice, which is in effect from noon CDT on Thursday, July 18 until noon CDT on Monday, July 29, 2024, outlines procedures for the many types of aircraft that fly to Oshkosh for the event, as well as aircraft that land at nearby airports.  The Notice was designed by the FAA to assist pilots in their EAA AirVenture flight planning.

While the overall procedure is similar to past years, there are some changes compared to the 2023 version. Some of those changes include:

• A TFR will be in effect in MKE airspace from July 15-18
• A new Fisk holding procedure has been established
• No FISK arrivals before 8am CDT on Thursday, July 25

The ATC-assignable transition points approaching Oshkosh from the west that will ease holding and congestion will again be in effect in 2024. These points are at Endeavor Bridge (VPENV), Puckaway Lake (VPPLK), and Green Lake (VPGRN). They will be announced on the arrival ATIS when ATC activates them at times of highest traffic flows.
